'the unemployed are those people within the economically active population who (a) did not work in the seven days prior to a reference date, (b) wanted to work and were available to start work within a two weeks of a reference date, and (c) had taken active steps to look for work or start some form of self-employment in the four weeks prior to a reference date' (Census 2001).
