LMIP Theme Leaders
Project Director
Vijay Reddy is the Executive Director in the Education and Skills Development Research programme at the Human Sciences Research Council. The research programme works in the area of education (primary, secondary and tertiary education focused on access, quality, relevance and equity); the world of work (labour markets, skills and human resource development seeking to address the imperatives of improved access to skills acquisition, raising employment opportunities and sustaining economic growth); and innovation studies (the link between technology, innovation and economic development).
Theme 1
Andrew Paterson holds a PhD from the University of Cape Town. He has worked in the education faculties of the University of Western Cape, University of the North West and Udon Thani Rajabhat University in Thailand. In 1999, he took up a research post at the HSRC, being primarily involved in research addressing the challenges of national human resource development. In 2007 Paterson took up a position of Senior Researcher in the Research and Information Division of the Development Bank of Southern Africa, supporting education and skills development projects. In 2012, he returned to the HSRC as Research Director in the Education and Skills Development research programme. Paterson’s core research interest is to understand the relationships between education/training, employment and economic development. His published research includes work on skills formation in economic sectors, training in the professions; and private sector training in South Africa.
Theme 2
Asghar Adelzadeh is Director and Chief Economic Modeler at Applied Development Research Solutions (ADRS). He has over twenty years’ experience in economic modeling, he has built large-scale economic models with user-friendly web interfaces to allow policy-makers and analysts to design and assess the impact of policy choices and produce projections. He has built ADRS’ six macro, micro and provincial economic models of South Africa that are available on the ADRS website. He recently completed ADRS OCEANS that includes economic models for 50 countries. As Project Director at UNU-WIDER, Adelzadeh directed a major project on economic modeling for ten African countries. He served as Senior Economic Modeler and Research Director at the National Institute for Economic Policy (NIEP), senior lecturer at the University of the Witwatersrand, and Senior Policy Advisor at UNDP South Africa. Adelzadeh has written extensively on macro-economic, monetary, and fiscal policy issues, poverty eradication, employment creation and economic modeling.
Theme 2
Peliwe Lolwana is an Associate Professor and Director of the Centre for Researching Education and Labour (REAL) at the University of Witwatersrand, in South Africa. She chairs the Quality Council for Trades and Occupations and also serves as a member in the Human Resources Council of South Africa. She has consulted for international education and training entities, like the World Bank, UNESCO and ILO. She has written and published in the areas of assessment, quality assurance,adult education, vocational education, skills development and post-school education.
Theme 3
Haroon Bhorat is Professor of Economics, at the University of Cape Town, and Director of the Development Policy Research Unit (DPRU). His research interests cover the areas of labour economics, poverty and income distribution. He is the current recipient of a highly prestigious national Research Chair under the theme of Economic Growth, Poverty and Inequality: Exploring the Interactions for South Africa. Bhorat has co-authored two books on labour market and poverty issues in South Africa, and has published over 150 academic journal articles, chapters in books and working papers. He has served on a number of government research advisory panels and consults regularly with international organisations such as the ILO, World Bank and the UNDP. He is currently a member of the Statistics Council of South Africa, and an advisor to the Minister of Finance.
Theme 4
Glenda Kruss is Research Director in the Education and Skills Development Research programme at the Human Sciences Research Council. She has led projects on responsiveness, employability and skills development in FET colleges, higher education,
learnerships and apprenticeships, as well as private higher education. She has collaborated widely on comparative projects with research teams in Africa, Latin America, Asia and Europe, and led large-scale projects for national government departments. Dr Kruss’s publication record spans the authoring of more than 20 journal articles, as well as two books and a number of research monographs.
Theme 5
Nhlanhla Mbatha holds a PhD in Economics from Rhodes University. Before joining the HSRC in 2012 he was Associate Professor of Economics at the University of South Africa. Mbatha has also worked as a research consultant in the areas of international trade and water resources management. His areas of research interest include: agricultural exports, labour markets, natural resources management and economic research methods. Dr Mbatha’s publication record spans the authoring and co-authoring of more than 20 technical and scientific research articles.
Theme 6
Angelique Wildschut is a post-doctoral fellow/research specialist in the Education and Skills Development Research Programme at the Human Sciences Research Council. Her recent work focuses on professions and artisanal occupations. Wildschut has focused much of her research career on investigating how disparities and inequalities are illustrated in the professions and is now extending this to focus more on artisanal occupations.
Governance Structures:
The Advisory committee
The Advisory Committee guides the research–policy nexus, providing leadership and strategic direction to the programme. It facilitates alignment and coordination between the DHET, other government departments, SETA s, professional councils, SAQA, universities, the research community and the private sector.
The Advisory Committee is chaired by the Director-General of the DHET and is comprised of: Department of Trade and Industry; Department of Science and Technology; Department of Economic Development; Presidency: Monitoring and Evaluation; National Planning Commission; Human Resource Development Council; National Skills Authority; South African Qualification Authority; Econometrix; National Labour, Economic and Development Institute(NALEDI); University of Cape Town; University of KwaZulu-Natal; Stanford University; OECD; SETA s; DHET project leadership; and HSRC consortium project leadership.
Steering committee
The Steering Committee (SC) is responsible for the ensuring project implementation and the achievement of outcomes. Functions of the committee include: providing strategic direction to the research process; agreeing on the specific project proposals for each of the themes; reviewing research proposals, budgets and research reports; ensuring progress and achievement of main outcomes; resolving any issues that may impede the successful and timeous delivery of LMIP; and signing off on the deliverables of each project. The committee is chaired by the DHET Deputy Director-General Patel, and consists7 of representatives from the following: Representatives of DHET branches; DHET Theme Committees; the Human Resources Development Council of SA; Presidency: Monitoring and Evaluation; LMIP Theme leaders; HSRC project leadership; and LMIP secretariat.
Internal DHET committees
The DHET set up internal committees to insert the research into departmental practice and to oversee the implementation of the LMIP.
